Open Letter to the Secretary General of the United Nations

It is with profound and mixed emotions that we are addressing this letter to your attention with copies and the same considerations to other world leaders. It should be noted that we are expressing the general feelings of the people of the Democratic Republic of Congo (DRC) regarding the leaked draft report of the Mapping Exercise, which documented the most serious violations of human rights and international humanitarian law committed within the DRC between March 1993 and June 2003. The report indicates that Rwanda, under Paul Kagame, may have committed genocide in the DRC in 1996, as well as military crimes against humanity against Hutu refugees. We can assure you that according to those who survived these atrocities, the Rwandan army under Paul Kagame committed many acts of genocide within the DRC. The United Nations (UN) cannot condone such savagery in the 21 st century, no matter what excuses might be.

The people of the DRC, through various political, civil, and human rights organizations, have indicated that Rwanda has committed acts of genocide against the Hutu ethnic group and horrible atrocities toward Congolese villagers within the DRC. If these allegations do not satisfy the legal definition of genocide, the assumption made throughout the report sheds vivid light on the matter, leading to clear indications of genocide committed by Rwanda under Paul Kagame in the DRC.

It is also known all around the world that Rwanda and Uganda's invasion and exploitation of the DRC's natural resources have caused the death of more than six millions Congolese. This mapping report is not to be taken lightly, as these experts have conducted their investigations carefully and deserve our commendations. This report deserves to be presented to the court of international law. The alleged accused, the Rwandans, should be asked to defend their case in the international court, to prove that they did not commit any acts amounting to the genocide of the Hutu ethnic group or atrocities toward defenseless Congolese people.

Rwanda and Uganda have invaded the DRC on several occasions. They have subjected the people of the eastern Congo to abject misery and have used them as slaves. They have plundered the Congo's natural resources by occupying mineral-rich localities. These senseless acts are well known to be against international laws. The UN cannot by any means condone such behavior anywhere in the world, as doing so will surely compromise the UN's reputation within the international community.

We are not aware of any UN condemnation of Rwanda and Uganda's egregious actions in the DRC. However, Rwanda's temerity in the face of the entire world leaves the people of the DRC with the belief that the UN has condoned Rwanda and Uganda's actions toward them, and has given them license to decimate the people of the eastern DRC. The UN should be fair in dealing with matters of such magnitude between the DRC and Rwanda and should act with munity, as with Kosovo and Bosnia-Herzegovina.

World history has taught us how the Nazis have been hunted down all over the world and brought to justice, and the holocaust has never been forgiven to date. The Mapping Report of Rwanda detailing the genocide of the Hutu ethnic group in the DRC and numerous acts of atrocities committed against Congolese people is so specific and telling that it deserves a keen look by prominent prosecutors in the international court of justice. The UN cannot and must not give in to blackmail from Paul Kagame, the President of Rwanda, and Rwanda cannot be allowed to intimidate the UN with retrieval of its forces from Darfur. Instead, President of Rwanda, Paul Kagame should be advised to prepare his defense team if he feels slandered by the report.

It is high time to bring justice and relief to the Hutu ethnic group of Rwanda and of the DRC, as well as the people of the eastern DRC. It is time that the UN and the international community put an end to the insanities that have plagued the world and especially Central Africa for decades. The UN should request respect from every country.

We request that the report be forwarded to the International Court of Justice in Copenhagen, unaltered for profound study and prosecution. The government of Joseph Kabila in the DRC may feel embarrassed, showing a lukewarm temperament or indifference, but this attitude should not be surprising to the people of the DRC.

We hope that the UN will not betray us by siding with the alleged Rwanda genocidaires and war criminals under Paul Kagame, minimizing the intolerable and barbaric acts clearly committed by them in the DRC.

Again, we have high hope that justice will be rendered to the people of the DRC at this moment.
